In early March 2026, approximately one month before Solmeria was officially founded, Nolan conceived the idea of creating a micronation. He began drafting a constitution for a nation initially called Solmere. On March 31, 2026, the project was renamed the Republic of Solmere, before later adopting the name Solmeria.
Solmeria was formally established on April 13, 2026, with the ratification of the Governing Charter, which created a republic governed by a ruling Council. Although the Charter provided a framework for self-government, much of the Kingdom's authority rested with the Council. Because its members primarily interacted only while at school, meetings were infrequent, and decision-making proved slow, making it difficult for the government to function effectively.
To address these shortcomings, Nolan drafted the Royal Charter, which proposed replacing the republic with a constitutional monarchy headed by a Sovereign Monarch possessing stronger executive authority. During the Council's review of the Charter on the day before its adoption, members sought additional protections and powers. Following negotiations, Nolan agreed to these requests, and the resulting compromise was formalized as the Power Resolution Accords. Together, the Royal Charter and the Power Resolution Accords were adopted on May 14, 2026, officially transforming Solmeria into a constitutional monarchy.
On May 28, 2026, the First Constitution of the Kingdom of Solmeria was adopted, superseding both the Royal Charter and the Power Resolution Accords. The Constitution established Parliament as the Kingdom's legislative body, created the Supreme Court, formally established the Council of Ministers, and consolidated Solmeria's system of government into a single constitutional document.
On June 28, 2026, King Nolan signed the Second Constitution of the Kingdom of Solmeria, replacing the First Constitution. The new Constitution significantly expanded the Kingdom's governmental framework by creating the Constitutional Tribunal, incorporating a federal system of States and Territories, establishing the Federal Assembly of the Union (FAU), and providing more comprehensive procedures for legislation, constitutional amendments, and the exercise of governmental powers.
On July 12, 2026, King Nolan signed the Constitution of the Federated Kingdom of Solmeria, which superseded the Second Constitution and remains the Kingdom's current supreme law. The new Constitution reorganized Solmeria into a federated constitutional monarchy by replacing the former system of States and Territories with Provinces, establishing the Council of Provinces as the representative body of the Provinces, creating the Crown Tribunal as the Kingdom's permanent highest judicial authority, strengthening the constitutional framework of the federal government, and further defining the relationship between the Monarch, Parliament, and the Provinces.
Following the adoption of the Federated Constitution, King Nolan introduced the First Constitutional Amendment Act of the Federated Kingdom of Solmeria. The proposed amendment would prohibit slavery and involuntary servitude throughout the Kingdom, except as punishment for a crime following conviction, guarantee the equal protection of the laws to all persons within Solmeria's jurisdiction, and authorize Parliament to enforce those constitutional protections through legislation. At present, the amendment has been introduced and is awaiting constitutional approval.
